On May 29, 2018, MP Anthony Housefather introduced a private member’s bill to the House of Commons that would reverse components of the Assisted Human Reproduction Act that have severely limited access for Canadian infertility patients to third-party sperm and eggs and gestational surrogacy.
Ultimately, egg donation is the only fertility treatment that can truly counter the age-related decline in egg potency that all women experience. In an effort to achieve their career goals, women delay starting a family, such that the average age of Canadian infertility is now 37. In Canada, egg donation represents 70-80 per cent of assisted reproductive technology cycles in women over 40, and the demand for donor eggs has never been higher.
American donors are compensated and — by permitting the importation of those eggs — we now have a double standard in this country. From 2012 to 2016, the number of known donor egg treatments decreased by 58 per cent while frozen donor egg usage increased by more than 500 per cent. In 2017, 65 per cent of egg donation treatments in Canada utilized eggs from anonymous U.S. donors.
From informal discussions with former nursing staff from third-party programs in the U.K., it is clear that the cap on payments to donors is neither respected nor enforced. Beyond that, they describe open competition among clinics and recruitment agencies for individuals willing to donate eggs and sperm, sometimes involving monetary gifts in efforts to recruit. Some also felt that pressure to accept prospective donors gives rise to a loosening of screening standards.
